Heroku has re-enabled there API and everything is looking good on Travis.

Monitoring
We've been notified that the Heroku API is currently in read-only emergency maintenance. While this hasn't directly impacted the functioning of Travis-CI, it does limit some of the actions we can take for services on Heroku. We are monitoring things closely while we wait for an update from Heroku.
