Restarting the component has fixed the issue for the time being. We are continuing to monitor the component and will deploy a final fix as soon as possible.

Monitoring
We have found an issue in component that configures incoming builds, causing builds pile up. We have restarted the component, and are now working through the queue. We will keep monitoring the component while deploying a fix.
