We rolled back deployments of both our web UI and API and have seen the problems go away. Further investigation will be done before we roll forward tomorrow.

Investigating
We are receiving reports of the web UI displaying builds as queued but not starting. We have identified this as a web UI error and are currently investigating. The build queues are not affected.
