We've resumed full capacity for public builds. Private builds have been at full capacity during the entire incident. We're monitoring things as we work through the backlog on travis-ci.org.

We are temporarily suspending all travis-ci.org (public) builds that use Trusty or are Docker enabled.

We've identified that we're seeing some unexpected throttling, which is cause build delays for the public and private Trusty/Docker enabled builds. We're working to stop the throttling and looking into why it was happening
