Some delays in build VM startups was causing some timeouts which lead to unexpected re-queues. The delays on the infrastructrue side have died off so things are operating as expected now.

Investigating
We are seeing some build delays due to elevated re-queue rates for sudo enabled Precise and Trusty public and private builds. We are investigating into why we're seeing these elevated rates.
