Google has reported that this issue should be resolved and GCE builds should process normally.

Google reports that this issue should be resolved for the majority of users. We will continue to monitor our infrastructure as builds come back online until we receive word that this issue is resolved.

Google Cloud is currently experiencing an outage affecting 100% of users, including build VMs. We are monitoring the situation and will update as soon as Google Cloud is back online.
