travis api for .com host is up again, we are monitoring stability of requests.

Our host provider is experiencing degraded performance that is affecting our .com api hosts. They are working to resolve the upstream issue.

Our hosts for travis api for .com builds have been responsive. We have contacted the provider to bring it back up again.
