Identified

We identified the issue as being unable to establish TLS handshake with https://rubygems.org with anything less than TLS v1.2. We are working with rubygems.org support and their upstream service provider to resolve this issue.

Update

A side effect of this issue is that we are unable to install `dpl`, which is required for deployment.

Investigating

We've received reports of gem installation failures on builds on our Precise container i.e. for builds with
```
sudo: false
dist: precise # this may or may not exist
```
We are currently publicly tracking this issue here: https://github.com/travis-ci/travis-ci/issues/7685.

In the meantime, we can suggest to route your builds on our sudo-enabled Precise infrastructure with the following in your .travis.yml file:

```
sudo: required
dist: precise
```
Thank you for your patience!
