The issue should now be resolved and the rate limit removed.

Investigating
We are currently aware of an issue where npm fails with the error message "429", or "Too many requests". The issue appears limited to only those builds that use 'sudo: false'. We are working on determining what contributed to this and how to resolve it.
As a temporary workaround, please consider adding 'sudo: required'.
